A 3-year, €2.7m project to strengthen the capacity of the Support to the Ministry of Labour, Social Affairs, Martyrs and Disabled (MoLSAMD) at national and 4 sub-national levels in Afghanistan. The team built the capacity of both Ministry staff and of care providers to improve access to and quality of social care services.
Specifically the project:
- Built the capacity of MoLSAMD staff to: conduct policy planning and development to target extremely vulnerable groups; conduct cost analysis of policy options and ensure financial sustainability; and develop national standards for social assistance services.
- Empowered MoLSAMD to take a more proactive role in coordinating and leading the work of national and international NGOs providing social care and broader social protection services in the 5 target areas of Afghanistan.
- Introduced improved systems and processes for client management and referrals to enhance the management of services delivered to extremely vulnerable groups.
- Developed a curriculum for an accredited course for social workers in Afghanistan, consistent with the Afghanistan Qualifications Standards Framework; developed and delivered training for social workers, in coordination with the National Skills Development Programme.
