A series of three consecutive projects (2010-2015, €7m) to strengthen the Government Accountancy Training Centre (GATC), operating under the Ministry of Finance and Economic Planning. The GATC has the national responsibility of training civil servants in the area of Public Financial Management (PFM) and Government accounting.
The project undertook the following:
- Building the institutional capacity of the GATC – supporting the recruitment and development of a permanent training cadre, developing a governance and management structure, producing and implementing an Operational Manual, and introducing systems to ensure the GATC can operate effectively as a training institution.
- Supporting the GATC to train civil servants – developing training materials and manuals, designing and delivering training modules based on a Training Needs Analysis, developing and delivering an introductory course on the Local Government PFM manual and specialized modules on the Public Financial Management and Accountability Act 2011, supporting the professional development of ACCA and CIPS students, and building linkages between the GATC and PFM reforms across government.
- Supporting the GATC develop PFM capacity in local government – selecting 4 pilot counties in two states, developing training plans, training of trainers, proving training equipment and materials, designing and delivering training courses, and supporting this through technical assistance.
