Mid-term Independent Evaluation of FIAS’ 2012-2016 Strategy and Program

The Facility for Investment Climate Advisory Services (FIAS) is a multi-donor service of the World Bank Group, managed by the International Finance Corporation (IFC).

This mid-term evaluation is undertaken to review progress achieved with regard to the implementation of the strategy ’Managing for Impact’, covering the fiscal years 2012-2016. FIAS’ mission for the FY12–16 strategy period is to facilitate reforms in developing countries to foster productive and competitive markets and to unlock sustainable private investments in sectors that contribute to growth and poverty reduction.

In 2014 Oxford Intelligence and Ecorys Netherlands were commissioned to provide independent feedback on the strength and weaknesses of the programme and to assess how its effectiveness and impact could be further increased.
